Civil Arms Inc. utilizes qualified and experienced freight forwarders accustomed to shipping firearms on a continuous basis and ensures strict compliance with all government agencies. These forwarders are highly qualified in both maritime and air transport.

The US Department of State and the US Department of Commerce are the agencies that govern the export/import licensing for firearms, parts and accessories. In some cases for specific products, the Bureau of Alcohol, Tobacco, Firearms and Explosives may also be involved. US Customs is the enforcement branch of all these agencies whose mandate is to oversee the import and export of firearms and munitions. Civil Arms Inc. works closely with these aforementioned agencies to ensure that all transactions are in compliance with the most recent regulations and also to meet the high security standards of today.

Civil Arms Inc. remains current with all rules and directives that governing the export and import of firearms, munitions. We are fully certified for D-Trade applications, the online system now used by the U.S. Department of State as well as the SNAP-R licensing system used by the U.S. Department of Commerce.

Civil Arms Inc. can acquire DSP-5 licenses within reasonable delays as long as all the documentation requirements are met.

 

Documents required for the US State Department:

  • The Purchase Order (PO) must be signed and must clearly list the description, quantity, caliber, manufacturer, model and price of commodities to be licensed.
  • The End User Statement must be included either on the Purchase Order or as a separate document. For example “The products ordered will only be sold and used within (name the country of purchase).   • The DSP-83 must provide the same details and perfectly match the product information and pricing as listed on the PO. The “applicant” in Section 2 is Civil Arms Inc. Section 6 and/or 7 must be signed by the importer. (Click here to download)
  • The International Import Certificates must be translated into clear, concise English. Expiration dates must be clearly stated and legible. The original import permits in native language must also be supplied.

 

Documents required for the US Department of Commerce

  • The Purchase Order must be signed and must clearly list the description, quantity, caliber, manufacturer, model and price of commodities to be licensed.

  • The International Import Certificates must be translated into clear, concise English. Expiration dates must be clearly stated and legible. The original import permits in native language must also be supplied.

 

To expedite the licensing process, we accept clearly scanned (.pdf) files of these supporting documents to include with the license application. However the originals must be sent to our office to validate the application. We request that the originals be sent by or any carrier that can provide a tracking number.

If a specific freight forwarder is preferred, this information must be provided with documents. The added carrier must be compliant and licensed to handle ITAR goods. Our recommendation is to use our established freight forwarders as they are already approved.
